กรมสุขภาพจิตได้ให้ความสำคัญในการพัฒนาเด็ก และเยาวชนให้เป็นคนไทย ๔.๐ เพื่อสนับสนุนการดำเนินงาน ของประเทศ คือ มีสติปัญญาดี มีความคิดริเริ่่มสร้างสรรค์ คิดแง่บวกและคิดทำประโยชน์ช่วยเหลือผู้อื่นและสังคม (Creation, Positive, Response to Society) หรือ คิดเป็น คิดดี คิดให้นั่นเอง ซึ่งสถาบันราชนุกูล เป็นหน่วยงานในสังกัด กรมสุุขภาพจิตที่่นอกจากให้บริการส่งเสริม รักษา ฟื้นฟู กลุ่มผู้บกพร่องทางพัฒนาการและสติปัญญา รวมถึงปัญหา สุุขภาพจิตเด็กและวัยรุ่นแล้ว ยังเป็นหน่วยงานที่่รับผิดชอบหลัก ในการขับเคลื่อนงานส่งเสริมสุขภาพจิตและป้องกันปัญหา สุุขภาพจิตกลุ่มปฐมวัยและวัยเรียนอีกด้วย

การให้บริการดูแลรักษาผู้ป่วยทางจิต ได้เริ่มขึ้นอย่างเป็นระบบตั้งแต่ พ.ศ. ๒๔๓๒ ซึ่งได้มีการจัดตั้งโรงพยาบาลคนเสียจริตขึ้นเป็นครั้งแรกต่อมาได้มีพัฒนาการเป็นโรงพยาบาลจิตเวช โดยมีการจัดตั้งกรม กองขึ้นดูแลและในปี พ.ศ. ๒๕๑๕ งานสุขภาพจิตได้ปรากฏอยู่ในแผนพัฒนาเศรษฐกิจและสังคมแห่งชาติ ฉบับที่ ๓ (พ.ศ. ๒๕๑๕ - 2๕๑๙) นับจากนั้นได้มีการขยายงานจิตเวชชุมชน เข้าสู่ยุคสาธารณสุขมูลฐาน และเริ่มให้ความสำคัญต่อการส่งเสริมป้องกันปัญหาสุขภาพจิต เป็นลำดับเรื่อยมา นับได้ว่าตลอดระยะเวลา ๑๒๐ ปี งานสุขภาพจิตของไทยได้มีการปรับปรุงพัฒนา โดยนำกลวิธีทางสาธารณสุขต่างๆ มาใช้เพื่อเป็นหนทางนำไปสู่การมีชีวิตที่ดีในสังคมของผู้มีปัญหาทางสุขภาพจิตและจิตเวช

โรงพยาบาลศรีธัญญา เปรีบเสมือนผลผลิตของศาสตราจารย์นายแพทย์หลวงวิเชียรแพทยาคม จากการที่ท่านเป็นผู้มีบทบาทสำคัญในการก่อตั้งโรงพยาบาลศรีธัญญา 69 ปีที่ผ่านมา โรงพยาบาลศรีธัญญาได้ทำหน้าที่ให้บริการด้านสุขภาพจิตแก่ประชาชนจนเป็นที่ยอมรับและเชื่อถือตราบจนทุกวันนี้ ถ้าเป็นข้าราชการก็คงถึงวาระที่ล่วงเลยการเกษียณอายุราชการไปแล้ว 9 ปี เป็นช่วงเวลาที่ต้องพักผ่อน แต่ศรีธัญญาเป็นองค์การสุขภาพจิตภารกิจหน้าที่ยังคงต้องดำเนินงานต่อไปอย่างไม่อาจหยุดยั้ง มีแต่จะต้องพัฒนาไปข้างหน้าเรื่อยๆ เพื่อการเพิ่มคุณค่าของการบริการด้านสุขภาพจิต รับใช้ประชาชนและผู้รับบริการตลอดไป
