1. การเตรียมความพร้อมก่อนเกิดภาวะฉุกเฉิน ด้วยการวางแผน จัดทําแผนสื่อสาร และฝึกอบรมบุคลากร เพื่อสร้างความพร้อมในการปฏิบัติงาน
2. การตอบสนองในช่วงเกิดภาวะฉุกเฉิน โดยเน้นการสื่อสารข้อมูลที่ถูกต้อง รวดเร็ว และโปร่งใส พร้อมทั้งสร้างความร่วมมือระหว่างหน่วยงานที่เกี่ยวข้อง เพื่อให้การจัดการสถานการณ์เป็นไปด้วย
