วัคซีนโควิด-19 เป็นมาตรการที่คุ้มค่าเนื่องจากเป็นมาตรการที่มีประสิทธิภาพในการหยุดการแพร่ระบาดของโรคโควิด-19 โดยคาดว่าเมื่อประชาชนจำนวนหนึ่งได้รับวัคซีนแล้วจะช่วยฟื้นฟูเศรษฐกิจและสังคมจากผลกระทบของมาตรการต่าง ๆ ที่มีขึ้นเพื่อลดและควบคุมการแพร่ระบาดของโควิด-19 เช่น มาตรการลดระยะห่างทางสังคมและมาตรการปิดประเทศ

“รวมกันเราอยู่ แยกหมู่เราตาย” คือ สำนวนไทยที่แสดงให้เห็นความสำคัญของการรู้รักสามัคคี การทำงานเป็นทีมและเน้นประโยชน์ส่วนรวม สำนวนนี้สอดคล้องกับบริบทการระบาดของ โรคติดเชื้อไวรัสโคโรน่า-2019 หรือ โควิด-19 เป็นอย่างดี ทั้งที่สำนวนในลักษณะที่เทียบเคียงกันได้นี้มีอยู่ในทุกชาติทุกภาษา แต่ปรากฎการณ์ที่แต่ละประเทศดำเนินนโยบายควบคุมการระบาดของโควิด-19 แบบตัวใครตัวมัน เช่น การระงับการส่งออกเวชภัณฑ์ ยาและอุปกรณ์ทางการแพทย์ การห้ามส่งออกวัคซีนหรือสารตั้งต้นในการผลิตวัคซีนโควิด-19 รวมไปถึงการที่ประเทศร่ำรวยแย่งซื้อวัคซีนจนเกินความต้องการของประชาชนในประเทศตนเองส่งผลให้หลายประเทศไม่สามารถเข้าถึงวัคนได้ ล้วนสะท้อนให้เห็นว่าการปฏิบัติตามสำนวนดังกล่าวยังไม่บรรลุผล ทำให้เกิดการแพร่ระบาดของโควิด-19 ยังมีความรุนแรงและเกิดไวรัสกลายพันธุ์ที่เป็นปัญหาใหญ่ของทุกประเทศทั่วโลก ไม่เวันประเทศที่พยายามเอาตัวรอดเพียงลำพัง

รัฐบาลไทยได้มีแผนในการจัดหาวัคซีนป้องกันโรคติดเชื้อไวรัสโคโรนา 2019 (โควิด-19) สำหรับใช้ในประเทศไทย ประมาณ 108 ล้านโดสจาก 4 บริษัท ได้แก่ Sinovac (19.5 ล้านโดส) AstraZeneca (62.05 ล้านโดส) Pfizer-BioNTech (21.5 ล้านโดส) และ Johnson & Johnson (5 ล้านโดส) และให้ภาครัฐและเอกชนอื่นจัดหาวัคซีนทางเลือกจาก Sinopharm และ Moderna รวมกันอีกประมาณ 5 – 10 ล้านโดส (ข้อมูล ณ วันที่ 14 กรกฎาคม 2564)
จำนวนวัคซีนนี้ยังไม่เพียงพอต่อการฉีดให้คนไทยทั้งประเทศ จึงยังต้องมีการจัดหาเพิ่มเติม ถ้าอย่างนั้น ในปี พ.ศ. 2565 ประเทศไทยควรจัดหาวัคซีนชนิดใด อย่างไร จำนวนเท่าใด จึงจะเพียงพอ?
